Communications Specialist

I. Overview
Chemonics International was founded in 1975 and is one of the largest U.S. consulting firms providing expertise in developing and emerging-market countries for initiatives financed by the U.S. Agency for International Development (USAID).

II. Position Name
Communications Specialist

III. General Responsibilities
The Communications Specialist is responsible for providing strategic direction, coordination and technical input into all project components, with supervision, in compliance with USAID regulations and the contract signed by USAID and Chemonics. Public communications, public awareness, and public affairs are common themes to all components, as well as being a specific output. As such, there is an overarching responsibility to ensure that all public awareness, public relations, and media products are of the highest quality, are consistent with the project objectives, and adhere to any restrictions required by USAID and Chemonics. The Specialist is expected to fill this overarching responsibility by working closely and coordinating with other technical staff.

The Communications Specialist will at all times adhere to and act according to the Chemonics Professional Code of Ethics (“Living Our Values”) and will make the principles of the Code a part of the project’s culture and standard operating procedures.

IV. Specific Duties

Under supervision from the COP and/or DCOP:


The Communications Specialist will contribute to all scopes of work for work undertaken for public communication, public awareness and public relations by the project.
The Communications Specialist will maintain technical quality control for all public communication, public awareness and public relations work, ensuring that performance targets and deliverables outlined in the project contract are completed in a timely and cost-effective manner.
The Communications Specialist will contribute to the project weekly and quarterly reports and other project reports and deliverables as required.


The Communications Specialist may be called upon by the COP or DCOP to undertake assessment trips, initiating pilot projects, and conducting other technical assignments.


V. Qualifications

· Minimum bachelor’s degree from an accredited unversity.
· Minimum five (5) years of professional experience with public communications and public information and work with the media.
· Written and verbal fluency in English and Bahasa Indonesia is required.
· Strong inter-personal and communication skills are required.


VI. Reporting

The Communications Specialist will report directly COP/DCOP. He/she will prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results, as well as other reports as required.

As teamwork is crucial to the success of the project, the Specialist will also coordinate work with other project staff working as a team, as per direction from COP/DCOP.

Finance Analyst

I. Overview

III. General Responsibilities

The Finance Analyst is responsible for assisting the Finance Manager to conduct analyses and provides appropriate advice to project leadership and staff, on financial aspects of planning, implementing, and evaluating a USAID-funded project.

The Financial Analyst will at all times adhere to and act according to the Chemonics Professional Code of Ethics (“Living Our Values”) and will make the principles of the Code a part of the project’s culture and standard operating procedures.

The Financial Analyst will ensure that professional and transparent relationships are maintained with all project staff, project partners, donors, counterparts, vendors, and others with whom she interacts, throughout the life of the project.

IV, Specific Duties

The Finance Analyst will perform the following tasks independently, with minimal supervision:

· Assist the Financial Manager in preparing documentations to accurately track and process project expenditures.
· Provides financial aspect input to project work plans, expenditure plans and budgets.
· Assist the Financial Manager in monitoring the financial and accounting performance of project SAF implementation in meeting project work plans, expenditure plans and budgets.
· Assists the Financial Manager to obtain budgets and financial plans for PAR (Procurement Action Request) and sub contracts by working closely with project experts and specialist.
· Assist the Financial Manager on reviews of financial performance of project activities to reduce variances between projections and actual disbursements.
· Provides assistance and advice to subcontractors and vendors on the maintenance of records and general financial discipline requirements of USAID.
· Assists and serves as backup to the project Finance Office, and performs their support duties when they are absent.
· Perform other finance duties as required.


V. Qualifications

· Minimum bachelor decree from reputable university
· at least 5 years financial management experience with large-scale international projects preferred.
· Extensive familiarity with US Government generally accepted accounting procedures required.
· Proven experience working with USAID-funded projects preferred.
· Fluency in English and Bahasa Indonesia required.
· Strong interpersonal and communication skills are required.

VI. Reporting

The Finance Analyst will report directly to the Finance Manager. H/he will prepare regular oral and written progress reports that demonstrate the status of project financial operations, as well as other reports as required.

As teamwork is crucial to the success of the project, the Finance Analyst will be expected to coordinate work with other technical, managerial and administrative project staff, as per direction from the Chief of Party.

Under the Office Manager’s direction the project driver also should be ready to undertake other project duties as required by the COP and DCOP, if needed.

IV. Specific Duties and Responsibilities
· Safely transport equipment to customer locations in a timely, safe and courteous manner
· Determine each customer's ability to use the equipment in a safe manner
· Maintain driver logs and complete pre-trip inspections
· Follow all project safety standards
· Adhere to all safety requirements particular to the equipment, and Carrier Safety Regulations
· Maintain project vehicle inventory
· Maintain the service and appearance of project vehicle
· Follow delivery/pickup instructions from Office Manager of her/his designated person
· Perform any other duties as assigned by the Office Manager of her/his designated person

V. Qualifications
· Minimum Graduate from Senior High School
· Holding Driving Licence (SIM A)
· Positive attitude
· Excellent verbal communication
· Ability to read maps and understand directions efficiently
· Able to multi-task and work in a fast-paced environment

Bookkeeper

I. Overview

III. Specific Duties

The Bookkeeper will at all times adhere to and act according to the Chemonics Professional Code of Ethics (“Living Our Values”) and will make the principles of the Code a part of the project’s culture and standard operating procedures.

Under the Finance Manager’s direction the Bookkeeper also should be ready to undertake other project duties as required by the COP and DCOP, if needed.

Primary responsibility is to assists with all project bookkeeping tasks and perform basic financial functions. Detailed job responsibilities are listed below include, but not limited to, the following:
§ Receive invoices from vendors; manage and ensure timely payment by the project.
§ Prepare documentation for all payment transactionsincluding but not limited to vouchers, checks and transfer forms. Ensure that appropriate documentation and approvals are obtained.
§ Maintain the project’s accounting files system. Make sure that all vouchers are in order, completed properly and have bank slips/copy of checks attached.
§ Maintain the tax files for the project, recorded and paid in timely manner.
§ Prepare daily Bank Reconciliation.
§ Assist Finance Manager to prepare payroll for all local staff based in Jakarta.
§ Explain basic accounting principles in line withUSAID and Chemonics regulations to staff and consultants, as necessary.
§ Perform other general bookkeeping duties as needed and other duties as assigned by Finance Manager.


IV. Qualifications

· Excellent organizational and bookkeeping skills.
· Minimum Bachelor decree
· at least 3 years of experience as bookkeeper or finance officer with large-scale international projects .
· Ability to work in a fast-paced environment.
· Ability to complete multiple tasks efficiently with attention to detail.
· Proficiency in MS `Office software including Microsoft Excel, Access, and Word.
· Proven familiarity with accounting software programs such as QuickBooks
· Knowledge of USAID policies, procedures, rules and regulations is preferable.

Strong inter-personal and communication skills are desired.

· Proficiency in speaking, reading, and writing English.

Administrative Assistant

III General Responsibilities

IV. Specific Duties

The Administrative Assistant will at all times adhere to and act according to the Chemonics Professional Code of Ethics (“Living Our Values”) and will make the principles of the Code a part of the project’s culture and standard operating procedures.

Under the Office Manager’s direction the Administrative also should be ready to undertake other project duties as required by the COP and DCOP, if needed.

- Coordinate all logistical aspects of project administration including arranging travel, processing travel clearances, and fielding consultants
- Fulfill office management duties including, answering phones, photocopying, faxing, ordering supplies/workshop materials, etc
- Maintain and stock office supplies and process supply orders from Office Manager
- Label and maintain all administrative files including travel clearances/itineraries, visa requests, consultant transport and lodging information, and all other non-accounting related documentation
- Provide administrative support to the Operations Manager, Chief of Party and other task leaders
- Prepare reports of meetings attended by project staff
- Assist Office Manager in hosting project visitors and arranging meeting details
- Answer inquires and supply available project information from other Chemonics projects, USAID staff and other development projects as necessary
- Assist Operations Manager in sending monthly expenditure reports and back-up documentation to Chemonics home office
- Fulfill other administrative functions as required


V. Qualifications
- Minimum Diploma
- Minimum 3 years administrative management experience, preferably with donor-funded international projects
- Successful experience working in a diverse, fact-paced environment
- Excellent computer and typing skills including, Microsoft Word, Excel, Outlook exchange email system, and desktop publishing software such as Adobe, , and other similar programs.
- Fluent in office administration duties including faxing, photocopying, answering phones, arranging meetings
- Strong inter-personal and communication skills are desired.
- Fluency in English and Bahasa Indonesian required

VI. Reporting

The Administrative Assistant reports directly to the Office Manager. He/She will prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results, as well as other reports as required.
